JOB SUMMARY
The Director of Finance will plan, organize and prepare financial-related functions for PACE4DC, LLC (d/b/a Edenbridge PACE) and all subsidiary companies whose financial statements roll up to Edenbridge PACE. The functions to be performed include but are not limited to budgeting, policy development, cash management, audit and tax preparation, forecasting revenues and expenditures, purchasing and accounting-related contract compliance. Additionally, this position will manage the compliance for all Federal and State requirements for the PACE program. This includes but not limited to management of TPA service providers, data uploads to CMS and DHCF, coordination of software updates by CMS and DHCF, and resolving any reporting issues.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Provides oversight of month end close activities in accordance with accounting close schedule
- Provides oversight or prepares payroll related journal entries
- Prepare Medicare Part D process for the Bid Development in collaboration with Consultant.
- Reviews and communicates all CMS memo’s related to PACE and implements any internal processes and policies in collaboration with PACE team.
- Provides oversight and management of PDE, RAPS, FERAS, Fiscal Soundness, P2P reconciliation, Enrollment and Disenrollment, Etc.
- Responsible for data uploads and monitoring to CMS and/or DHCF as required.
- Research, evaluate, develop and recommend general financial policies/procedures/manuals and modifications to improve effectiveness and efficiency and to maintain internal controls.
- Prepare or oversee the preparation and review of financial statements (stand alone and consolidated financial statements), reconciliations, and reports related to the pace financial affairs; provide information, specific analysis, and appropriate training to others on financial and budgeting issues, etc. Analyze information, calls attention to trends and make recommendations.
- Respond to concerns and inquiries from Board members, funding sources, executives of subsidiary companies, state and federal agencies, vendors, employees, etc. related to accounting matters.
- Review account activities on funds to ensure accuracy and conformity with applicable controls and guidelines. Notify appropriate persons and/or take corrective actions as necessary. Review and strengthen financial and accounting internal controls to ensure protection of the pace financial resources. Formulate and enforce policies and procedures regarding pace cash disbursements.
- Prepare/review adjusting entries and schedules for annual audit; schedule audit and work with auditors in answering questions, providing necessary information and explaining accounting and financial system; review audit results and implement necessary/recommended internal controls and/or other revisions.
- Coordinate preparation of pace budget and other related documents. Analyze budget revenues/expenditures as needed. Prepare department budget requests and monitor expenditures for compliance with approved budget. Prepare quarterly forecasts. Coordinate and supervise the compilation and preparation of all budget programs for all subsidiaries.
- Supervise personnel in providing accounting services, including training, scheduling, assigning and reviewing work, evaluating performance, performance coaching, and recommending or carrying out various personnel actions, as and if needed.
- Oversee all contract administration to include annual review of current contracts and contract negotiations with potential new care partners in partnership with the executive director and parent company officer. Responsible for drafting new contracts, monitoring collection of CMS required contract support documentation, and follow-up open contract related items.
- Prepare standard and ad-hoc financial analysis; Other duties as may be assigned
- Be able to review and approve payroll.
QUALIFICATIONS
Bachelor’s degree in Accounting and eight to ten years relevant work experience. Thorough knowledge of accounting practices in the private and public sectors; budget analysis; preparation of financial statements; internal auditing of transactions; accounting software; and, general supervisory practices. Experience in financial accounting for capitated provider organizations and/or health plans with Medicare and/or Medicaid revenue is preferred.
