Overview

The Manager of Grants Finance and Compliance leads the Office of Grants Management staff to support the review and submission of federal, state, and private grant applications and to coordinate, administer, and oversee post-award financial, regulatory, and reporting requirements in an efficient, effective, and compliant manner. Partners closely with Carle leadership, program directors, sponsors, and regulatory bodies to provide guidance in grant application preparation. Transmits proposals on behalf of Carle Health. Coordinates with collaborating institutions to initiate, administer, and monitor sub-awards. Reviews and processes various pre- and post-award activities, i.e., sponsor billing, budget revisions, no-cost extensions, and/or requests for supplemental funding. Obtains sponsor approvals for major changes to project scope. Gathers and submits closeout documentation. Collaborates on all audits of grant funds. Ensures completeness and accuracy and coordinates any internal controls prior to the submission of documents to awarding agencies. Maintains records, keeping them consistent and current.

Responsibilities

Manages Office of Grants Management and ensures standards of quality, compliance and service are provided in accordance with organizational goals and priorities. Assumes responsibility for personnel related duties that include interviewing, training and onboarding, payroll reporting, scheduling paid leave, and implementing corporate policies and procedures. Monitors employee performance. Ensures that the Office of Grants Management follows Carle’s standard operating procedures for grants as well as industry accepted regulation and compliance standards. Assists project directors and leadership with the financial and administrative components of grant proposal applications. Responsible for performing the pre-award review and submitting grants on behalf of Carle Health to federal, state, and local government, and private funding agencies. Serves as subject matter expert with authority to interpret, advise and approve sponsor application instructions, terms, and conditions (with guidance from the Director of Grants Administration). Monitors post-award activities such as reviewing costs for allowability, invoicing sponsors, submitting financial and progress reports; requesting no-cost extensions; obtaining sponsor approvals for major changes to project work scope or major changes to anticipated expenditures, etc. Initiates, reviews and amends inter-institutional consortium agreements to issue sub-awards to subcontracting institutions or obtain flow through funds from another grantee institution. Provides guidance and maintains internal project management timelines regarding solicitation guidelines and reviews proposals for conformity with guidelines. Assist Director in responding to funding agency or sponsor inquiries, to explain actions taken/decisions made, and to clarify award terms. Responds to just-in-time requests. Fields compliance or other award-related questions from other partnering or interfacing administrative departments. Responsible for maintaining all grant funded team members’ payroll allocations and obligations to grants, including issuing and auditing monthly Effort Certifications. Serves as Workstream participant for the Grants Module, including testing all new release features, collaborating regularly with all Workstream leads to ensure issues are understood and solved cross-functionally, networking with other organizations to uncover and leverage functionality, and creating and deploying training assets to ensure consistent and compliant use of the system. Assists Director with the grant funded aspects of all company reorganizations and acquisitions, ensuring sponsor agreements are updated and defining the appropriate configurations of awards and budgets in all accounting and sponsor systems to properly track expenses, billing, and reporting. Assist the Director with annual budget preparation for multiple grant cost centers Assist with Carle’s Indirect Cost Rate Agreement negotiation and distribution Assist with writing grant policies, operational procedures, and training Complete other business accounting transactions as needed by the Office of Grants Management Assists Director with Carle Health’s Indirect Cost Rate negotiation

Salary Range

The compensation range for this position is $35.46per hour - $60.99per hour. This represents a good faith minimum and maximum range for the role at the time of posting by Carle Health. The actual compensation offered a candidate will be dependent on a variety of factors including, but not limited to, the candidate’s experience, qualifications, location, training, licenses, shifts worked and compensation model.
