The listed pay range or pay rate reflects compensation for a full-time equivalent (1.0 FTE) position. Actual compensation may differ depending on assigned hours and position status (e.g., part-time).

SUMMARY (Basic Purpose of the Job)
MINIMUM REQUIREMENTS
Education:Bachelor's Degree.
Experience:Seven years of payroll experience including two years supervisory experience.
Other Credentials:
Knowledge and Skills:Excellent interpersonal, verbal and written communication skills. Strong analytical, organizational, troubleshooting and problem resolution skills. Demonstrated good judgment and discretion handling confidential information.
Special Training:Proficient in Microsoft Office (Excel, Word & Outlook). Experience working with ADP payroll and time and attendance preferred.
Mental, Behavioral and Emotional Abilities:Ability to build and maintain partnerships at various staff and management levels. Ability to work under pressure and multi-task within time-sensitive constraints.

ESSENTIAL FUNCTIONS
- Oversees system wide payroll processing including maintaining payroll information by designing systems, directing the collection, calculation, and entering data, check distribution, PTO pay-outs, retroactive pays, and front end edits.
- Oversees day-to-day work of payroll staff. Responds to non-routine questions and problems. Protects the confidentiality of CH payroll. Maintains various payroll and labor allocation reports as required by internal needs and external requirements.
- Ensures effective review of timecards for accuracy. Notifies department supervisors of errors and ommisions.
- Processes and maintains files on non-routine payments. Ensures that proper maintenance of all payroll files, including record retention requirements, is completed.
- Insures integrity of the payroll system by reviewing and evaluating the work of staff for accuracy and propriety of inputting and processing of hours, of calculations, of taxes and deductions, and of payroll maintenance actions.
- Assists in payroll check reconciliation and positive pay process as required. Resolves technical, system, and other payroll issues.
- Prepares and processes executive payroll, and maintains executive payroll records to insure accuracy, timeliness, probity, and confidentiality.
- Plans for the timely and proper preparation, processing, and issuance of employee W-2s.
- Manages payroll staff to include hiring, training and evaluating employees. Keeps payroll department staff informed and current with pay policies and procedures.
- Verifies accuracy and proper authorization for extra payroll activity requests.
- Acts as Payroll Department representative at specific meetings and on committees. Reviews various payroll related audit schedules as required.
- Reviews work of payroll staff in the performance of payroll processing including payroll maintenance functions, voiding of checks, garnishments, issuing of manual checks, and preparing of payroll summaries.
- Possesses working knowledge of laws regarding deductions from pay and wage and hour laws. Reviews various payroll reports and takes appropriate corrective action when necessary. Ensures adequate documentation of payroll procedures manual and training of staff. Provides appropriate payroll information for tax and regulatory filings as required.
- Interviews, hires, and trains employees as well as plans, assigns and directs workload. Addresses staff concerns and issues in a timely manner.
- Prepares accurately and timely performance evaluations and keeps co-workers well informed of their mandatory educational requirements.
- Performs other duties as assigned and possesses a willingness to adapt to changing department demands.
