Primary Accountability

The Staff Accountant is responsible for providing financial information to key stakeholders, preparing financial statements and performing accounting activities.

Description of Primary Responsibilities

  1. Responsible for general accounting activities. 
    1. Prepares, reviews, and posts monthly journal entries and complex non-recurring journal entries to the general ledger.  Also reviews journal entries of Accounting Technicians, Payroll Clerks, and Accounting Clerks. 
    2. Analyzes data and trends to determine appropriate general ledger accruals.
    3. Performs general account analysis and reconciliations for various balance sheet accounts in accordance with generally accepted accounting principles (GAAP) to ensure accuracy.
    4. Develops and implements accounting procedures by analyzing current procedures and recommending changes.
    5. Verifies accuracy of accounting records through audits and reviewing the work of clerks and technicians. 
  2. Performs various month-end and year-end close activities and reporting.
    1. Prepares and analyzes departmental and site level reports. 
    2. Assists in preparing and consolidating financial statements by gathering and analyzing information from the general ledger.
    3. Analyzes and prepares portions of the annual operating budget and makes recommendations for adjustments to budget levels at a site, account, or departmental level.
    4. Develops optimal methods for communicating financial information through the use of graphs, charts, and tables for month-end and year-end reporting. 
    5. Prepares documentation for external audits.
  3. Responsible for preparing documents and reports for federal, state and local government agencies.
    1. Assists in the preparation of various cost reports and budget reports for DHCS, HRSA, Title X, and other Grant-related entities.
    2. Assists in the preparation of Form 990 filing to the Department of Treasury – Internal Revenue Service (IRS).
    3. Prepares Business Property Statements (571-L) and Annual Filing of Welfare Claim (267-A) for various local governmental agencies.
    4. Prepares the annual 1099-Misc filing to the Department of Treasury – Internal Revenue Service (IRS).
  4. Responsible for performing internal audit functions.
    1. Performs cash audits.
    2. Monitors 340b compliance for contract pharmacy agreements.
    3. Assists in ensuring internal compliance to finance policies and third-party covenants. 
    4. Assists in performing special audits as assigned.
  5. Responsible for adhering to the Attendance and Absenteeism Policy, recognizing that regular attendance is considered an essential function of all FHCN positions.  Absenteeism is not being at work or failing to attend a paid workshop, training, or event unless the absence is protected by law. 
  6. Ability to present to and work at any FHCN location, both at the beginning of a shift or during a shift, based on business need.
  7. Performs other duties as assigned.

Professional & Technical Knowledge:

Effective June 1, 2026, all individuals hired into the role must:

  1. Possesses proficiency in written and verbal communication, basic mathematics, computer applications, and technical systems, frequently acquired through one of the following:
    1. Completion of a Bachelor’s Degree program in Accounting, Finance, Economics, Business, or a related field and a minimum cumulative GPA of 2.5; or
    2. A combination of relevant experience and completion of a high school diploma with a minimum cumulative GPA of 2.5, or General Educational Development (GED) with a minimum overall score of 162.5, and healthcare-related knowledge frequently acquired through completion of a trade school, para-professional, or certificate-type program. 
    3. If an individual has completed a degree at a higher level than required by the role and had a stronger GPA in that program, they may provide proof of GPA from that degree in lieu of the high school diploma or Bachelor’s degree.                                                      
  2. Have a minimum of three years of experience demonstrating an understanding of accounting principles and U.S. GAAP requirements.
  3. Have a minimum credit score of 650. 

Technical Skills:

  1. Ability to prepare more complex documents in Microsoft Word, including creating tables, charts, graphs and other elements.
  2. Ability to use Microsoft Excel to analyze data, including the use of formulas, functions, lookup tables, and other standard spreadsheet elements. 
  3. Ability to develop sophisticated presentations in Microsoft PowerPoint, including the use of embedded objects, transitions, and other elements.

Communications Skills:

  1. Job duties require the employee to effectively communicate complex and/or technical information to co-workers and others.
  2. Able to exercise tact and diplomacy in the resolution of mild conflicts or disagreements. 
  3. Compiles, analyzes and prepares information in an effective written form, including correspondence, reports, articles, or other documentation. 
  4. Effectively conveys technical information to non-technical audiences.

Pay Scale: 

Min Salary Rate: $70,304.00

Max Salary Rate: $111,691.28
