Job Description

Position Summary

The Health Finance Policy Oversight Specialist plays a pivotal role in supporting both financial operations and policy initiatives. This position ensures accuracy in health finance processes while providing expert guidance on state- and federal-level policy matters. The specialist serves as a key resource for internal teams, member organizations, and committees, balancing quantitative analysis with exemplary customer service and strategic policy oversight.

Key Responsibilities

  • Prepare and deliver timely hospital rate adjustment (HRA) schedules for Michigan Association of Health Plans (MAHP) and Community Mental Health Association of Michigan (CMHAM) members, ensuring compliance and accuracy.
  • Manage all aspects of PNC banking information related to financial transactions.
  • Complete quarterly payment reconciliations for managed care organizations (MCOs).
  • Serve as staff liaison for annual review of HRA, GME and other similar activities
  • Lead the association’s efforts on Medicare area wage index initiatives. 
  • Update the HRA/graduate medical education (GME) database and generate hospital reports required for Medicaid cost reporting based on fiscal year end data.
  • Respond promptly and professionally to diverse internal and external requests, including those related to Medicaid and Medicare.
  • Review proposed and final Medicare rules and Medicaid policies, assisting hospitals and staff in understanding their impact.
  • Assist communications on Medicare and Medicaid policy issues, ensuring clarity and relevance.
  • Support advocacy projects by providing data and insights on Medicaid budgets, auto no-fault initiatives, and other similar projects.
  • Provide policy updates and analysis at MHA committee meetings, contributing to informed decision-making.

Required Skills

  • Demonstrated expertise in quantitative analysis and financial modeling.
  • Strong customer service orientation with the ability to respond to complex requests efficiently.
  • Comprehensive understanding of state- and federal-level healthcare policies, including Medicare and Medicaid regulations.
  • Excellent communication skills for leading policy discussions and member outreach.
  • Detail-oriented approach to financial reconciliation and database management.
  • Other duties as needed or assigned.

Reporting Structure

This position collaborates closely with accounting teams, hospital administrators, and policy committees, including participation in MHA committee meetings. The specialist acts as a primary liaison between health finance, advocacy, and policy teams to ensure cohesive strategies and informed reporting.

Qualifications

  • Bachelor’s degree in finance, healthcare administration, public policy, or a related field; advanced degree preferred.
  • Minimum of three years’ experience in health finance and/or healthcare policy oversight.
  • Proven track record of managing complex financial processes and policy initiatives within a healthcare organization.
  • Proficiency in financial software, database management, and Microsoft Office Suite.
